JU-52 Special Operations

When you perform 353.4 (Major Air Unit Training), does this mean it can move a Major unit in the Destroyed Box that still is in need of it's second specialist point (still with Training Counter), or does it mean only units that are destroyed and flipped (without a Training Counter)?
