Some of the OOB cards have a flip side with their many groups. Event cards are all on just one side. Refit & Reorganize groups can be selected in any order and Robert is correct about the Staging Mat having the cards.
using the 5.5 It did not occur to me that it would be on the backside of a card i will have to go look and find it now
The campaign game can be started at any of the scenario setups. The Staging Window usually has what you need but you can always go fishing in Units or Cards. Kirk are you using the 5.5 module? Are the OOB cards and card delay on the turn track clear to everyone? We are here to help as needed. It gets easier after a few seasons of practise. Barbarossa does require the German player to know the game well. Citadel has more even forces. Typhoon can show you how weather can change the game turn by turn.
Look for the Wehrmacht Motorisation card in the Staging box. There is an Event and a Holding Box card. They don’t get used until the Refit and Reorganise Card is played for the relevant Group and this is on the reverse side of R&R and that Event only comes in during Winter 42. I just played Wehrmacht Motorisation in January 1943 as the third use of R&R.
To the best of my understanding (not being part of the development team) the Barbarossa set up and all the other scenario set ups allow a campaign game to continue through to the end of Bagration. The units needed for the latter stages are in Staging and the Event/OOB cards are on the turn track or in this particular case in Staging. Remember to flip cards because often there is something on the reverse.
