Hello, as rules 1.1: building a specialist AIR UNIT only happens on the first turn of each month, depleting the specialist allowance for a Nationality for that turn.
My question is: includes the above rule also re-equiping an air unit? Can you only build or re-equip an air unit on the first turn of each month, for nationality? Or can you re-equip all air units you wish each week, of course into production limits?
Other question: i am trying download TITE rules 1.2 and partisan rules 251 from the post A Change to the Beginning, but it don't works.

Then, as latest ETO rules DRAFT:
-You can only build air units in the first week of each month, but also repair and upgrade air units can happen only in the first week of each month.
-The Build Cost Chart tells that build an air unit: move an air unit from Force Pool to Destroyed Box (Damaged) cost 2PPs and 1EP. Repair an air unit: move an air unit from Destroyed Box to Flown Box (Damaged) cost 1FP. And Upgrade an air unit: move an air unit from Force Pool to re-equip an air unit in play cost 1 or 2EP and -1 Readiness
-Can you build one air unit, repair one air unit and upgrade one air unit, the three things in the same turn?
-If yes, in same turn: can you first build one air unit and after, repair this same air unit?
